Special Advisor To The Executive Director (Part Time)

Salary: $8,571.68 - $9,940.52 / Biweekly

$222,863.68 - $258,453.52 / Annually

Definition

Under the leadership of the Executive Director, this position works closely with leadership agency-wide to monitor, assess, improve, and implement internal policy and procedure. This position will also provide varying types of high-level assistance and project management to the Executive Office, as well as provide similarly varied levels and types of assistance and advisement to department leaders, as needed.

This position is a Part-Time position and may not exceed 960 hours of work during any one fiscal year.

Essential Functions

• Serves as a liaison between the Executive Director, department heads and staff;
• Functions as interim executive level supervisor for department heads when assigned;
• Consults with senior staff members to resolve problems and implement strategic initiatives relative to assimilating information necessary to support the Executive Director's decisions on key issues;
• Arranges, leads and attends internal and external meetings, taskforces and workgroups with and on behalf of the Executive Director;
• Represents the Executive Director at select internal and external meetings as assigned;
• Advises the Executive Director on policy and legislative matters as they arise and undertakes analysis to provide recommendations;
• Assists with the Executive Office with development and implementation of initiatives;
• As assigned, manages special projects that are of critical nature and that require confidentiality at the discretion of the Executive Director;
• Works on special assignments on a variety of issues including policy analysis, organizational and operational issues as well as personnel matters;
• Provides training and mentorship to multiple levels of staff in the organization as assigned;
• Performs duties of Skelly Hearing Officer as assigned by the Senior Director of Human Resources;
• Conducts and assists with administrative investigations as assigned.

Performs other related duties as required.

Minimum Qualifications

Must possess a bachelor's degree from an accredited four-year college.

Must have at least ten years of executive level experience, equivalent to the level of Chief of Police, Executive Director, Deputy Executive Director, or other high level executive position at the Oakland Housing Authority.

Bilingual skills in ASL, Mandarin, Cantonese, Vietnamese and/or Spanish are a plus.

Knowledge And Abilities

Knowledge Of:

• Supervisory principles and methods, including goal setting, budget preparation and administration, training, and work scheduling and evaluation techniques;
• Applicable local, state and federal laws, codes, ordinances, and regulations and appropriate court decisions.

Ability To:

• Plan, organize, assign, direct, review and evaluate work; select, train, motivate and evaluate personnel;
• Create, implement and interpret policies, procedures, goals, objectives and work standards;
• Analyze complex problems, evaluate alternatives and make creative recommendations;
• Take leadership roles during emergency operations efficiently and effectively;
• Exercise initiative and sound independent judgement, establish and maintain effective working relationships;
• Represent the Authority effectively in meetings with others;
• Prepare clear and concise reports, correspondence, and other written materials;
• Deal effectively with the Oakland communities, the press, Housing Authority departments, local, state, county and federal government, and private agencies;
• Maintain a high level of morale;
• Understand, interpret, and apply complex guidelines and legislation, effectively utilize computer applications and technology related to the position.

All prospective employees must pass a physical examination and drug screening by an Authority-designated physician. A pre-employment criminal history background check will also be conducted for all positions. For positions requiring use of an Authority vehicle, candidates' driving records will be checked prior to appointment. To be eligible for appointment, each candidate must possess a valid California Class C driver's license and a driving record acceptable to the Authority's insurer. All prospective employees must also provide proof of American citizenship, or legal resident status and the legal right to work in the United States.

Prior to becoming permanent, new employees must successfully pass a probationary period.

SICK LEAVE is accrued at the rate of one day per month.

VACATION LEAVE for new employees is accrued at the rate of 10 days each year. There are also fifteen (15) paid holidays each year.

RETIREMENT - The Authority is a member of the Public Employees' Retirement System (PERS). The Authority also participates in Social Security.

HEALTH, DENTAL, AND VISION INSURANCE is available.

GROUP LIFE INSURANCE is fully paid by the Authority.

Management, supervisory, professional and confidential employees are also entitled to a management benefit package allowance and five days of administrative leave per year.
